FCSC Chairman Meets 2016 Directorate Level Promotion Examination Stakeholders

Chairman Federal Civil Service Commission (FCSC) Dns. Joan O. Ayo OON yesterday in Abuja met with the 2016 Directorate Level Examination Stakeholders.
The interactive meeting with stakeholders who were basically the Promotion Examination Resource Persons and Directors of Human Resources; service wide, was aimed at strategizing towards conducting a successful promotion exercise.
In her opening remark to the stakeholders, Dns. Ayo informed them that the Promotion Exercise for 2016 was around the corner and that circulars with timelines had been sent out to that effect. She directed all MDAs to send in their vacancy returns through the office of the Head of Service to the Commission before the promotion exercise commenced.
Dns Ayo expressed displeasure over the situation where the Commission had to work on the previous year’s Promotion Recommendations from MDAs in the preceding year; this was unacceptable to her and could eat into the schedule of the new year.
With regard to disciplinary matters in the Civil Service, Dns. Ayo admonished that disciplinary cases should be taken more seriously; she would wish that the Directors curbed indiscipline in their different MDAs but she noted that while disciplinary cases handled continues to linger unresolved, its resultant effect would spill over to the Commission as officers with pending disciplinary cases would not be eligible to sit for promotion exam.
In his contribution, the Commissioner overseeing disciplinary matters Mr. Simon Etim strongly advised the Directors of Human Resources of all MDAs to adhere strictly to the provision of the Public Service Rules and Regulations in handling disciplinary procedures and implement them in a timely manner.
Mr. Simon Etim among other issues addressed, told the Directors to note that disciplinary actions if not treated properly, could bring government to disrepute
The FCSC Chairman stressed on the need for professionalism and versatility when setting questions for the promotion exercise pointing out that it was the major criteria for selecting the Resource Persons. She noted that the Resource Persons should not to be taken by surprise if the questions they set were not administered in the long run. This she said may be because the questions fell below the standard, or could be switched and administered to another cadre, or the question removed entirely because it was repeated in the immediate past promotion exercise.

Stakeholders sought clarifications on the guidelines and procedures for the Promotion Examination Exercise as given by the Commission.
The meeting was well attended by Directors of Human Resources from MDAs, Resource persons, the Commissioners representing all the states, Directors and senior officials of the Federal Civil Service Commission.
