DICON, Turkish Firm to Produce Military Uniforms
I am highly delighted today to play host to the Director General and the Management of the Infrastructures Concession Regulatory Commission (ICRC) who are on a visit to the Ship House to formally present to the Ministry of Defence (MOD) the Full Business Case (FBC) Compliance Certificate for the establishment of the Military and Paramilitary Clothing and Accessories Factory in Kaduna, under a Public Private Partnership (PPP) between the Defence Industries Corporation of Nigeria (DICON) and the Messrs Sur Corporate-wear of the Republic of Turkey.
This event is particularly significant because it represents a cardinal milestone in a fairly long process which had since commenced towards the realisation of the dream of consummating this important Joint Venture Business outfit. Let me, therefore, congratulate the Ministry, the DICON and our prospective partner in this venture, Messrs Sur Corporate-wear of Turkey on this historical occasion.

Over the years, it is regrettable that Nigeria has relied heavily on importation of not only military hard wears and ammunitions but also clothing and accessories. Decades of existence of DICON has not significantly achieved the desire to change the Nation’s fortune in this regard. Let me assure you that the Federal Government of Nigeria under the able leadership of President Muhammadu Buhari is determined to reposition the Armed Forces of Nigeria to effectively perform its constitutional responsibility of safeguarding the sovereignty and territorial integrity of the country. The Government is therefore committed to the task of establishing a functional Military Industrial Complex that will provide indigenous support for adequate kitting and equipping of the Armed Forces.
The issuance of the Full Business Case Compliance Certificate for this project has lend credence to the potential of the project to herald the revival of a once thriving sector in Nigeria. Once completed, the venture is expected to sufficiently meet the accoutrement needs of the Armed Forces of Nigeria and other uniformed Paramilitary organisations. This will further help in creating direct and indirect job opportunities for the teeming youth in the country as well as conserving our foreign exchange.
I want to therefore warmly appreciate our strategic partners, the ICRC for its wonderful and painstaking efforts that h led to this formal presentation of the Certificate. Messrs Sur Corporate-wear of Turkey is also appreciated for the Company’s interest in Nigeria and abiding fate in this collaborative effort. I want to assure you that this Ministry will set in motion all other necessary steps that will facilitate the full take-off of project.
