OHCSF Establishes ‘Special Unit’ for LEAD-P Officers

The Office of the Head of the Civil Service of the Federation, OHCSF, has announced its plan of establishing a special department/unit for graduates of the Leadership Enhancement and Development Programme, LEAD-P.

The Head of the Civil Service of the Federation, Dr. Folasade Yemi-Esan, made this known at the graduation ceremony of the second batch of the LEAD-P participants, in Abuja.

According to her, having a particular cadre for the LEAD-P officers will ensure their growth in the service, and make them not to also get lost in the service.

LEAD-P programme is a top talent training course for Civil Servants in Grade Level 10-14. As part of the programme, participants are required to undergo an 8-week internship in a private sector organisation to gain experience in efficient work processes, organisational values, ethics, innovation, and effective management styles.

Delivering her address at the ceremony, Yemi-Esan argued that human capital is the greatest wealth any nation or institution can possess to fast-track her development.

“Therefore, investing in human knowledge and skills is an urgent necessity for development. This is because people are the main engine for growth and development. Without skilled and knowledgeable personnel it is impossible to achieve growth and development that nations’ aspire for,” she said.

The Head of Service of the Federation, disclosed that in the past couple of years, there has been a series of changes in the way her office now conducts training in the civil service.

She noted that the implementation of LEAD-P is also one of their direct responses to the glaring knowledge and skills gap identified in the service.

“This top-talent programme is structured to identify, train and retain the best hands in the civil service, who will become the face of the service in terms of technical and leadership skills.

“One of the cardinal objectives of the LEAD-P is also to change the mindset of officers, and increase their self-awareness and patterns of behaviors so that they can also, in turn influence the mindset of other officers, making them more capable of discharging leadership roles.

“In the long run, the LEAD-P programme will help address the lingering challenge of succession planning in the civil service, as well as poor public perception of the service, in the areas of efficiency, results, knowledge and attitude.

“It is my strong conviction that this class of officers in the service, will be the most sought-after to drive the smooth delivery of critical projects and programmes in Nigeria, in the near future,” said Dr. Yemi-Esan.

She urged the second batch of the LEAD-P cohorts to reach for lofty heights in the service of the nation.
