Regional Ministry Boosts Accountability with New Performance System

The Ministry of Regional Development (MRD) is reinforcing its commitment to a results-driven culture with the validation of its 2025 Ministerial Performance Management System (MPMS).

This was disclosed in a statement by the spokesperson of the Ministry, Lawan Ahmed Dambazau.

A one-day ministerial retreat, held on July 21, 2025, at the Federal Secretariat, Phase 1, saw directors and heads of units officially sign their performance contracts, signaling a new era of accountability within the ministry.

Dr. Mary Ada Ogbe, the Permanent Secretary for the Ministry of Regional Development, inaugurated the retreat, emphasizing its significance in solidifying a performance-oriented approach. “This engagement provides a valuable opportunity to collaboratively review, validate, and align Departmental inputs into the MPMS Template in a way that reflects our mandates, aligns with national priorities, and encourages measurable impact,” Dr. Ogbe stated.

She highlighted that the initiative aligns with the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSP 25), which identifies institutional performance management as crucial for public service transformation. Through the MPMS, the ministry aims to translate this reform agenda into “concrete frameworks that will promote accessibility, transparency, efficiency, and service excellence in every part of our work.”

Dr. Ogbe urged participants to engage purposefully and openly, underscoring that their input is vital to ensure the Ministry’s 2025 performance plan is not only comprehensive but also practical, adaptable, and aligned with the evolving development landscape. She extended appreciation to the Human Resource Management Department, consultants, and “champions” for their preparatory work leading up to the retreat.

Mr. Musa Makoji, the Director of the Human Resource Management Department, conveyed his gratitude to all contributors, including facilitators from the Office of the Head of Civil Service of the Federation (OHCSF) and consultants, for their expertise. He also thanked the organizing committee for their tireless efforts and all attendees for their valuable participation.

“As we conclude this retreat, we are filled with renewed enthusiasm and a deeper understanding of how to drive excellence in our Ministry,” Mr. Makoji remarked. “We are confident that the knowledge and strategies gained will propel us towards achieving our goals.”

The implementation of the MPMS is expected to streamline operations and enhance the delivery of services within the Ministry of Regional Development, contributing to broader national development goals.
