DHQ Committee Visits Theatre Command Maiduguri for Joint Defence Doctrine Review

The Defence Headquarters (DHQ) Committee on the review of the Armed Forces of Nigeria’s Joint Defence Doctrine has visited the Headquarters Theatre Command, Joint Task Force (North East) Operation HADIN KAI (OPHK), in Maiduguri as part of its nationwide engagement with field formations.

The four-man team, led by Air Vice Marshal Mohammed Isah, was in Maiduguri on Wednesday, August 27, 2025, to interact with commanders and officers and gather operational inputs for the ongoing review of the doctrine.

Welcoming the committee, Theatre Commander Major General Abdulsalam Abubakar commended the DHQ initiative, describing the review as timely and crucial to enhancing interoperability and synergy among the Services. He stressed that jointness had been the foundation of operational effectiveness in the North East, and shared additional insights on OPHK’s joint operations process.

AVM Isah, in his remarks, noted that the Joint Defence Doctrine is updated every five years. He explained that the current review was directed by the Chief of Defence Staff, General Christopher Musa, and said the committee was consulting widely across formations to ensure that the doctrine reflects present realities.

As part of the engagement, Brigadier General Nelson Okafor, Commander 57 Signals Brigade, presented Theatre Command’s doctrinal contributions on behalf of the Command. The session also featured an interactive exchange where officers provided clarifications and additional recommendations. The DHQ chairman expressed appreciation to the Theatre Commander, his management team, and officers for their valuable contributions.

Earlier in the day, Major General Abubakar received a courtesy visit from officials of IHS Towers and Strength, a telecommunications infrastructure company licensed by the Nigerian Communications Commission (NCC).

The IHS team, led by retired Colonel Abdulkadir Ahmed, highlighted ongoing collaboration with the military in securing critical telecommunications infrastructure across the North East. He explained that the company, which maintains masts, facilities, and fueling equipment, often requires security support due to the vulnerability of its operations in the region. He also disclosed that IHS has provided support to some military locations as part of its Corporate Social Responsibility (CSR) initiatives.

In response, the Theatre Commander thanked the company for its continued partnership and assured that the Command remains committed to protecting national infrastructure in line with the presidential directive on safeguarding strategic assets.
