ICPC, RoLAC Partner to Boost Staff’ Capacity on Data-Driven Performance
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has deepened its collaboration with the Rule of Law and Anti-Corruption Programme (RoLAC) to strengthen the capacity of its officers through a European Union-funded training aimed at improving data-driven institutional performance.
The two-day capacity-building workshop, held recently in Abuja, focused on enhancing officers’ competence in data collection, management, and reporting as part of efforts to effectively implement the Commission’s Strategic Action Plan (SAP) and Key Performance Indicators (KPIs). The training also introduced standardized templates to support accurate documentation of departmental activities.
Declaring the workshop open, the ICPC Chairman, Dr. Musa Adamu Aliyu, SAN, represented by the Director of Planning, Research, and Statistics, Mr. Oche A. Godwin, underscored the importance of data in modern governance, describing it as the foundation upon which informed decisions are made, policies are formulated, and accountability is sustained.
Dr. Aliyu emphasized that as Nigeria’s lead institution in promoting integrity and combating corruption, the ICPC must possess the capacity to collect, manage, analyze, and evaluate data effectively, noting that such competence is not merely a technical requirement but a “strategic imperative” for the Commission’s mission.

He explained that the workshop was designed to equip participants with tools and methodologies to enhance operational efficiency, strengthen transparency, and improve the Commission’s overall impact, particularly in tracking investigative progress, assessing preventive initiatives, and reporting performance through robust monitoring and evaluation systems.
During the first technical session, Mr. Godwin delivered a paper on the ICPC Strategic Action Plan (2024–2028), highlighting planning, risk assessment, resource optimization, and adaptive strategies as key components. He stressed that the real value of any plan lies in effective implementation and flexibility in achieving both short- and long-term objectives.
The second paper, titled “Practicalizing the Annual Work Plan,” was presented by Mr. Hilary Zira, who explained how the Annual Work Plan aligns with the Strategic Action Plan to ensure that departmental activities contribute meaningfully to institutional goals and measurable outcomes.
Participants also engaged in a hands-on practical session, applying the tools and concepts learned to data entry, reporting templates, and KPI measurement. The interactive component was aimed at ensuring that officers not only grasp theoretical knowledge but also apply standardized documentation practices across the Commission.
Speaking at the event, the RoLAC Component Lead, Dr. Emmanuel Uche, emphasized the importance of proper documentation as a critical tool for accountability, institutional learning, and performance evaluation.
The collaboration between ICPC and RoLAC, supported by the European Union, reflects a shared commitment to enhancing institutional capacity, transparency, and the effective fight against corruption in Nigeria.
