COAS Shaibu Hails Chief Clerks as Backbone of Nigerian Army’s Command System
The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, NAM, has reaffirmed the strategic relevance of Chief Clerks within the Nigerian Army’s (NA) manpower system and command framework, emphasizing their evolving role in the era of digitised records and automated administrative processes.
Lt. Gen. Shaibu made this known on Monday, 16 November 2025, while declaring open the Second Nigerian Army Chief Clerks’ Convention, holding at Headquarters 2 Division, Ibadan, Oyo State. The week-long event, running from 16–21 November, has drawn Chief Clerks from formations and units across the country.
In his keynote address, the COAS highlighted the need for Chief Clerks to transition from traditional record keeping to digital documentation, in line with the Army’s deployment of integrated human resource management platforms and automated pay and allowance systems. He described the convention as an essential platform to enhance administrative leadership and improve data-driven decision-making within the chain of command.
“Chief Clerks remain the vital link between command intent and execution at every echelon,” he said. “They serve as custodians of records, enforcers of standards, and advisers on personnel administration.”

He emphasized that administrative accuracy and timeliness are as decisive as battlefield manoeuvres, noting that every document processed by a Chief Clerk impacts readiness, morale, and accountability across the Nigerian Army. Lt. Gen. Shaibu expressed confidence that the convention would reinforce the relevance of Chief Clerks as key enablers of effective command and operational success. He urged participants to share field experiences that could help refine administrative policies and improve coordination and efficiency across Army formations.
Earlier, the General Officer Commanding (GOC), 2 Division Nigerian Army and Commander, Sector 3 Operation FANSAN YAMA, Major General Chinedu Nnebeife, described the convention as a testament to the Army’s unwavering commitment to institutional efficiency, professionalism, and operational excellence. He attributed the successes recorded in military operations to the robust administrative framework anchored by clerks and human resource personnel.
“While combat arms execute missions in the field, it is the administrative backbone—strengthened by clerks—that ensures accountability and continuity of efforts,” he said.
Maj. Gen. Nnebeife commended the COAS for his visionary leadership and for approving the convention, which he said clearly demonstrates recognition of the crucial roles Chief Clerks play in sustaining Army efficiency. He also lauded the Chief of Personnel Management and his team for ensuring that clerks are equipped with contemporary skills to enhance their performance.
The opening ceremony was attended by senior officers from Army Headquarters, commanders, and key officials of 2 Division. Highlights included lecture presentations and interactive sessions aimed at strengthening administrative competency across formations.
