DHQ Approves Modular Observation Centres as Communication Chief Visits OPHK
The Defence Headquarters (DHQ) has approved the establishment of modular earth observation centres across all military theatres of operation.
The establishment, following an operational assessment visit by the Chief of Defence Communication (CDC), Major General Edore Agbebaku, to Operation HADIN KAI (OPHK) in Maiduguri said it will begin with the North East.
This was disclosed in a statement signed by the Media Information Officer of the theatre, Lieutenant Colonel Sani Uba.
According to the statement, Major General Agbebaku was in Maiduguri on Wednesday, 10 December 2025, for his maiden assessment tour of OPHK’s communication architecture.
He received comprehensive briefings from field commanders and communication specialists before inspecting critical communication installations.
Uba quoted the CDC as saying the visit was directed by DHQ to identify areas requiring immediate intervention and strengthen the flow of operational information within the command-and-control system.
“The purpose of this visit is to assess existing technical communication infrastructure, enhance information flow, and deepen collaboration on maintaining critical communication assets,” General Agbebaku said.

He added that the newly approved modular observation centres would significantly boost surveillance, data gathering, and operational communication across joint operations. “Advocating for joint communication practice in the Armed Forces is a top priority. Modifying privacy protocols within our networks is the way forward,” the statement further quoted Agbebaku as saying.
The CDC, according to the release, also expressed DHQ’s readiness to support the theatre with improved communication capabilities, commending OPHK personnel for their resilience and commitment to securing the North East. He urged sustained synergy among all components of the Joint Task Force.
In his remarks, the Theatre Commander, Major General Abdulsalam Abubakar, described communication as the backbone of warfare. “If you haven’t got communication, you haven’t got anything,” he said, appreciating the CDC for what he called his “passion, patriotism and dedication to strengthening national security through improved communication systems.”
He emphasised that the provision of additional communication assets would significantly enhance operational efficiency across the theatre.
According to release, the CDC’s visit also featured an interactive session with senior commanders, the signing of the Visitors’ Register, presentation of a souvenir to Major General Agbebaku, and a group photograph.
Senior officers present included the Deputy Theatre Commander, AVM Essen Efanga; Component Commanders; the General Officer Commanding 7 Division and Commander Sector 1, Brigadier General Ugochukwu Unachukwu; and principal staff officers of OPHK.
