Federal Civil Service Deploys AI Tool Trained on Laws, Service Rules
The Federal Civil Service has deployed an artificial intelligence tool trained on Nigeria’s Constitution, Public Service Rules, statutory regulations, and official circulars, PRNigeria marking a major step in the ongoing digital reform of government operations.
The Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, announced this in Abuja during the Paperless Civil Service Gala and Awards Night, on Wednesday.
According to her, the AI platform, described as a Service-Wide GPT, is designed to provide fast and authoritative guidance to public servants and members of the public, reducing delays, inconsistencies, and errors in administrative decision-making.
Walson-Jack disclosed that the tool has already recorded over 25,000 chats, demonstrating growing adoption across Ministries, Departments, and Agencies.
She said the AI deployment is part of a broader effort to digitise work processes across the Federal Civil Service, improve efficiency, and strengthen transparency.
Beyond the AI tool, the Head of Service revealed that core government systems have been automated, including performance management, personnel records, and skills data, giving government a real-time, evidence-based view of its workforce for the first time.
She also disclosed that the government’s secure email platform, GOVMail, now has over 100,000 official accounts, helping to protect government correspondence, improve responsiveness, and cut costs previously spent on external email licences.

Walson-Jack said all digital initiatives are being implemented in line with the Nigeria First Policy, which prioritises locally developed solutions, Nigerian expertise, and homegrown innovation.
She added that the digital reforms were accelerated under the Federal Civil Service Strategy and Implementation Plan 2021–2025, noting that all Ministries represented at the event had achieved full compliance with the ministerial deliverable on digitalisation of work processes.
In his special remarks at the event, Secretary to the Government of the Federation (SGF), Senator George Akume, described the digital transition in the Civil Service as a defining milestone in Nigeria’s public sector reform, saying it reflects a shift from bureaucratic routines to a more efficient, transparent, and accountable system of governance.
Akume commended the Office of the Head of the Civil Service of the Federation, led by Mrs Walson-Jack, for what he described as consistent leadership and disciplined execution, noting that the reforms demonstrated the impact of aligning policy direction with practical delivery across government institutions.
He said the digital reforms were fully aligned with the Federal Civil Service Strategy and Implementation Plan 2021–2025 and President Bola Ahmed Tinubu’s Renewed Hope Agenda, stressing that digital governance had become essential for effective coordination, fiscal discipline, and timely decision-making in government.
The SGF urged Ministries, Departments and Agencies to institutionalise digital systems, protect data integrity, and invest in continuous capacity building, adding that the success of public sector reform would depend on strong systems that outlive individuals rather than ad-hoc shortcuts.
