NIPSS SEC 48 Wraps Up Strategic Tour of Plateau Ahead of Presidential Inauguration
Participants of the Senior Executive Course (SEC) 48 of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, have concluded a strategic two-day orientation tour across Plateau State, setting the tone for the commencement of the institute’s flagship ten-month programme.
The tour, which ended on Friday, February 13, 2026, serves as a practical prelude to the formal inauguration of SEC 48 scheduled for Monday, February 16, with President Bola Ahmed Tinubu expected as Special Guest of Honour.
Designed to align with the course theme, “Orange Economy and Entrepreneurship for Sustainable Development in Nigeria,” the orientation provided participants—drawn from top echelons of the public and private sectors—with first-hand exposure to the economic potential embedded in creativity, culture, tourism, media, and digital innovation.
As part of the engagements, the delegation visited the National Film Corporation and the National Film Institute in Jos, where discussions centred on the film industry’s capacity to generate employment, attract investment, and project Nigeria’s cultural identity globally. The participants also explored the growing interface between digital technology and the creative arts during sessions at the Plateau State ICT Development Agency and the University of Jos, particularly within the Department of Theatre Arts.

Tourism and entertainment were equally spotlighted. At the Plateau State Tourism Board and the Office of the Senior Special Assistant to the Governor on Creativity and Entertainment, the delegation examined how Plateau’s scenic landscapes and cultural heritage can be repositioned as catalysts for sustainable economic growth under the “Orange Economy” framework.
In line with NIPSS tradition, the participants paid courtesy visits to the Gbom Gwom Jos and the Gwom Rwei Kuru, reinforcing the institute’s recognition of traditional institutions as vital partners in fostering peace, stability, and social cohesion—critical foundations for entrepreneurship and investment.
The orientation tour culminated in a visit to Government House, Jos, where the delegation was received by Plateau State Governor Caleb Manasseh Mutfwang. Representing the Director-General of NIPSS, Professor Ayo Omotayo, Brigadier General L.A. Jimoh (Rtd) mni expressed appreciation to the state government for its support and hospitality.
Governor Mutfwang described the SEC 48 theme as “timely and strategic,” noting that Plateau State offers a practical laboratory for examining the intersection of culture, tourism, and enterprise. He reaffirmed his administration’s commitment to policies that unlock the economic value of creative industries and youth-driven innovation.
According to a statement signed by the Head of Public Affairs of the institute, Dr. Osime Samuel, mni, the successful completion of the orientation tour effectively sets the stage for the rigorous academic and policy engagements that will define the SEC 48 programme.
Over the next ten months, participants are expected to undertake intensive research, field studies, and strategic dialogues aimed at producing actionable recommendations to guide the Federal Government in harnessing the vast, multi-billion-dollar potential of Nigeria’s creative and entrepreneurial sectors.
