COAS Urges Troops to Uphold Human Rights, Civilian Safety in Operations
The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has charged officers and soldiers of the Nigerian Army to uphold human rights and prioritise the safety of civilians in all military operations.
The Army Chief gave the directive on Tuesday while delivering a lecture on his Command Philosophy to participants of Army War College Course 10/2026 in Abuja, stressing that respect for the rule of law remains central to operational success.
Speaking at the Army War College Nigeria, Shaibu emphasised that adherence to fundamental human rights, international humanitarian law and established Rules of Engagement is not only a legal obligation but also a strategic necessity in modern warfare.
He explained that his Command Philosophy—aimed at transforming the Nigerian Army into a more adaptable, combat-ready and resilient force serves as a guiding framework for officers operating in complex and evolving security environments.
According to him, “strict compliance with international humanitarian law and Rules of Engagement protects civilians, builds public trust and enhances intelligence-driven operations.”

The COAS noted that the Nigerian Army’s evolving operational concepts have continued to shape its response to asymmetric threats, particularly in counter-insurgency theatres, where civilian cooperation is critical to mission success.
He urged participants to internalise the philosophy, which is anchored on the Soldier First Concept a doctrine that prioritises troop welfare while reinforcing professionalism, operational readiness, effective administration, strategic collaboration and leadership.
Shaibu further stressed the importance of continuous, mission-oriented training, urging commanders to invest in the professional development of their subordinates, particularly in areas relating to civilian protection and ethical conduct in operations.
He added that respect for human rights reflects the core values embedded in the Oath of Allegiance sworn by all military personnel and must be upheld at all times, regardless of operational pressures.
Earlier, the Commandant of the Army War College Nigeria, Major General Umar Alkali, commended the COAS for his sustained support to the institution, noting that the lecture had significantly enriched both the participants and the college.
