Togo Grants Visa-Free Entry to All African Passport Holders
The Republic of Togo has announced a landmark policy granting visa-free entry to all citizens of African states holding valid national passports, effective Monday, 18th May 2026 — a historic step toward continental integration that positions the West African nation as one of Africa’s most open economies.
The announcement was made in an official communiqué signed by Colonel Calixte Batossie Madjoulba, Minister of Security, on behalf of the President of the Council — Togo’s highest executive authority.
The communiqué states that the President of the Council has approved the exemption of entry visas into Togolese territory for all nationals of African states holding valid national passports. The decision takes effect immediately — making Togo one of the few African countries to extend unconditional visa-free access to the entire African continent.
The Minister described the measure as reflecting “the constant will of the highest Togolese authorities to promote African integration, strengthen the free movement of persons and goods, and foster increased cooperation between the states and peoples of the continent.”
The policy is framed as part of a broader national vision championed by the President of the Council — positioning Togo as a regional hub for services, business, culture, and human exchange at the heart of Africa.
The communiqué states that the decision “is part of the dynamic of openness, modernisation and attractiveness driven by the President of the Council, with the ambition of making Togo a regional hub of services, business, culture and human exchanges at the heart of Africa.”
It further reaffirms Togo’s “attachment to Pan-African ideals, continental solidarity, and community and African commitments relating to mobility and regional integration.”

While the visa requirement is waived, the Minister clarified that travellers remain subject to all security, immigration, and public health requirements applicable upon entry into Togolese national territory.
Critically, the visa exemption — valid for a maximum stay of thirty (30) days — does not waive the requirement for pre-registration on Togo’s dedicated government travel platform. All travellers must:
– Register their travel declaration on https://voyage.gouv.tg at least 24 hours before arrival
– Obtain a travel slip (bordereau de voyage) to present at border posts upon entry
– Comply fully with all administrative and security formalities at all points of entry
The Minister emphasised that the visa exemption “does not constitute an obstacle to the application of legal and regulatory provisions relating to irregular entry, illegal stay, as well as administrative police and national security measures.”
All relevant administrations and security services have been directed to take all necessary measures to ensure the effective implementation of the policy at all land, air, and maritime entry points across Togo.
The Minister called on “all concerned stakeholders to support this major reform, which contributes to Togo’s influence and the strengthening of its leadership in African integration and cooperation.”
Togo’s decision adds significant momentum to the African Union’s Agenda 2063 vision of a borderless Africa — and to the operationalisation of the African Continental Free Trade Area (AfCFTA), which requires freer movement of people alongside goods and services. With the announcement, Togo joins a growing but still small group of African nations — including Benin, Seychelles, Rwanda, and Ghana — that have taken bold unilateral steps toward visa-free access for all African citizens.
