NIPSS SEC 48 Examines Defence Role in Nigeria’s Orange Economy
The Senior Executive Course 48 (SEC 48) participants of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, have examined the role of the Ministry of Defence in strengthening Nigeria’s creative economy and promoting sustainable national development.
The issue was the focus of a lecture delivered on Monday as part of the Defence Week activities of SEC 48, with the theme, “Strengthening the Orange Economy and Entrepreneurship for Sustainable Growth in Nigeria: Perspective of the Ministry of Defence.”
The lecture was delivered on behalf of the Minister of Defence, Gen. Christopher Gwabin Musa (retd.), by Maj.-Gen. H. T. Wesley (retd.), who underscored the strong link between national security, creativity, entrepreneurship and economic development.
Wesley said a secure environment was essential for creativity, innovation and entrepreneurship to flourish, noting that insecurity has significant psychological and socio-economic consequences for individuals and communities.
He explained that creativity should not be viewed solely as a means of generating income, but also as an important instrument for preserving history, telling national stories and projecting a country’s identity, values and cultural heritage.

According to him, the Ministry of Defence contributes to the development of Nigeria’s Orange Economy through two interconnected pathways.
He said the first was by helping to establish a secure and stable environment in which creativity, innovation and entrepreneurship could thrive, while the second involved its contribution to technological advancement, industrial development, human capital formation and innovation ecosystems.
These contributions, he noted, could have direct and indirect impacts on national economic development.
Wesley also called for stronger collaboration among government institutions, entrepreneurs, innovators and other stakeholders to unlock the full potential of Nigeria’s creative economy and ensure that it contributes meaningfully to sustainable national growth.
The lecture was followed by an interactive session during which SEC 48 participants engaged the facilitator with questions and contributions, while members of the NIPSS faculty and staff also participated in the discussions.
The Defence Week is part of the broader academic programme of SEC 48, designed to expose participants to strategic perspectives on national security, development and policy implementation and deepen their understanding of the linkages between defence and national development.
