SCIPC: Security Agencies Thwart Subversive Plots, Record Achievements in Crime-Fighting in July 2024
In a joint press briefing, the Strategic Communications Interagency Policy Committee (SCIPC) detailed the significant progress made by Nigeria’s security, defense, and response agencies in addressing the country’s security challenges.
Co-Chairman Peter Afunanya opened the press conference by acknowledging the recent threats of protests and uprisings, which intelligence agencies had uncovered plans by subversive groups to hijack. Despite appeals to protest organizers, the demonstrations resulted in widespread destruction of properties across multiple states.
Highlighting the resilience and dedication of security personnel, Afunanya commended their professionalism in the face of extreme provocation, noting that officers responded appropriately to attacks by arsonists attempting to disarm them.
Providing sectoral updates, Afunanya detailed the Nigerian Armed Forces’ remarkable achievements, including the neutralization of 572 terrorists, the arrest of 790 suspected terrorists and other criminals, and the rescue of 479 kidnapped hostages. The military also recovered a substantial cache of weapons and ammunition, as well as thwarting oil theft worth over N3 billion.
Equally impressive were the successes recorded by the Nigerian Navy’s Operation DELTA SANITY, which resulted in the rescue of human trafficking victims, the foiling of a sea robbery attempt, and the dismantling of illegal oil bunkering camps and syndicates.
Highlighting the efforts of law enforcement agencies, Afunanya reported on the dismantling of notorious criminal networks, the arrest of kidnappers and armed robbers, and the recovery of stolen vehicles, firearms, and significant sums of money. The Nigeria Police Force’s National Cyber Crime Centre also tackled a massive financial fraud case, leading to multiple convictions and the recovery of over N3.9 billion.
The Nigerian Security and Civil Defence Corps (NSCDC) made significant strides in combating illegal bunkering, pipeline vandalization, and the operation of illegal refineries, while the Nigerian Correctional Service thwarted attempts to smuggle drugs into its facilities.
Afunanya also emphasized the Nigerian Financial Intelligence Unit’s (NFIU) critical role in safeguarding the country’s financial system and the National Drug Law Enforcement Agency’s (NDLEA) successful operations in drug supply reduction and demand reduction.

INTRODUCTION
Gentlemen of the press, esteemed colleagues, distinguished guests, and fellow Nigerians, welcome to this important press conference. we converge again today under the auspices of the Strategic Communications Interagency Policy Committee. Our nation is experiencing unusual times. The past month was characterized by notable threats of protests and uprisings. While the right to protest is constitutionally guaranteed and remains a cornerstone of democratic governance in Nigeria, However, in the lead-up to these protests, the Nigerian intelligence and security agencies uncovered plans by subversive groups and vandals to hijack the process. This triggered engagement at both policy and strategic levels with traditional and religious leaders, youth groups, members of the civil society and leaders of thoughts with the aim of appealing to the conscience of the organizers to reconsider their plans in National Interest, but these pleas went unheeded. As envisaged, the outcome was the wanton destruction of properties across multiple states. Additionally, security officials monitoring the protest and its aftermath faced extreme provocation. Videos emerged online showing arsonists attacking law enforcement agents and attempting to disarm them, but the officers responded with utmost professionalism. Despite these challenges, our security agencies made concerted and frantic efforts to restore calm to the affected areas, successfully re-establishing order. We take pride in our role in these endeavors, showcasing the resilience and dedication of our personnel. Meanwhile, various agencies recorded significant successes against criminal elements on multiple fronts, which is primarily why we are here and will be detailed in this press text below
SECTORAL UPDATES
DEFENCE
Gentlemen of the press, the Nigerian Armed Forces, under the leadership of the Defense Headquarters (DHQ) exemplifying exceptional bravery and unwavering dedication, continue to safeguard our nation with remarkable achievements. In July 2024, their relentless operations resulted in the neutralization of 572 terrorists, the arrest of 790 suspected terrorists and other criminal elements, and the rescue of 479 kidnapped hostages. Additionally, our gallant troops recovered 440 weapons and 10,589 rounds of ammunition, while also thwarting oil theft worth over N3 billion. The detailed breakdown includes 232 AK47 rifles, 93 locally fabricated guns, 82 dane guns, 32 pump action guns, 5,041 rounds of 7.62mm special ammunition, 2,768 rounds of 7.62mm NATO, 659 cartridges, 63 assorted arms, and 2,259 assorted rounds of ammunition. Furthermore, they intercepted 3,650,080 liters of stolen crude oil, 625,518 liters of illegally refined AGO, 450 liters of DPK, and 1,230 liters of PMS, among other items, demonstrating their relentless commitment to upholding national security.
MARITIME SECURITY
Operation DELTA SANITY, extended for another 90 days starting July 10, 2024, has achieved remarkable successes, reflecting the unwavering commitment to enhancing security and combating criminal activities. On July 9, eight female victims of human trafficking were rescued in Badagry, and the following day, a sea robbery attempt was foiled in Ibaka, Akwa Ibom State. The operation continued with the rescue of two male fishermen in Lekki on July 12. Also, Significant breakthroughs occurred in Rivers State, where an illegal oil bunkering storage facility was uncovered on July 22, leading to two arrests, and a camp of suspected crude oil thieves was dismantled on July 23, resulting in two more arrests. Additionally, four fishermen were rescued in Badagry on July 22, and fifty-six bags of Cannabis Sativa were confiscated in the same area. The joint efforts of Nigerian Navy and Army personnel culminated in the arrest of five members of a kidnapping and armed robbery gang in a joint operation at Forward Operating Base Igbokoda on July 25. These coordinated actions highlight the strategic and effective measures being implemented to ensure safety and security across the maritime domain.

LAW ENFORCEMENT
NIGERIA POLICE FORCE AND OTHER LAW ENFORCEMENT AGENCIES
Members of the press, in a remarkable display of courage and efficiency, our security agencies have dealt significant blows to criminal networks nationwide. Notably, On July 2, 2024, FID-IRT operatives, acting on credible intelligence, dismantled a notorious syndicate in Plateau State, arresting 16 suspects involved in the theft and robbery of motorcycles and tricycles, leading to the recovery of eight motorcycles and 11 tricycles. Just a week later, on July 9, Taraba State Intelligence Department operatives apprehended a six-man kidnapping syndicate in Mararaba Kunini, Lau Local Government Area. The operation yielded significant exhibits, including one AK-47 with 20 rounds of 7.62mm live ammunition, three SMG rifles with 20 rounds of live ammunition, one Mark 4 rifle with 10 rounds of live ammunition, and a white Starlet vehicle. The suspects will face court proceedings upon the conclusion of the investigation.
In a parallel operation, the Special Anti-Kidnapping Squad of Taraba State command arrested a notorious kidnapper, seizing three AK-47 rifles, four magazines, 19 rounds of live ammunition, 23 expended rounds, and five solar panels from his premises.
The Nigeria Police Force National Cyber Crime Centre (NPF-NCCC) tackled a massive financial fraud case, acting on a petition from Interswitch Limited regarding a glitch on its financial portal. The swift response led to the arrest of over 16 suspects, eight of whom have been convicted. The operation recovered over 3.9 billion naira in cash, properties, and vehicles, with ongoing efforts to recover additional looted funds.
Similarly, On July 4, 2024, Lagos State command operatives thwarted an attack by a notorious kidnapping gang. In a fierce gun battle, nine kidnappers were neutralized, and significant weaponry, including four AK-47 rifles, four locally-made semi-automatic pistols, nine AK-47 magazines, three walkie-talkies, a POS machine, a loudspeaker, and two operational vehicles were recovered. Investigations continue to apprehend the fleeing suspects.
In another notable case, on April 24, 2024, 18-year-old Mallam Adamu Adamu was rescued from captivity in Kasda, Jakusko LGA, Yobe State. Police operatives raided the gang’s enclave, arresting three suspects and recovering two AK-47 rifles and a magazine with 26 rounds of live ammunition. The suspects will be charged to court following the investigation’s conclusion.
Finally, the IGP Special Task Force on Petroleum and Illegal Bunkering (IGP-STFPIB) has significantly disrupted illegal petroleum activities. Over the past two weeks, they intercepted nine trucks, three wooden boats, and three cars, recovering approximately 195,000 Liters of crude oil, 73,500 litres of Automotive Gas Oil (AGO), and 130 jerry cans of Premium Motor Spirit (PMS). Key operations included the seizure of illicit petroleum products in Kaduna, Katsina, Lagos, Imo, Port Harcourt, Rivers, Adamawa, and Enugu States. These proactive measures and ongoing investigations have significantly disrupted illegal petroleum activities, showcasing the force’s commitment to tackling such crimes.
PROTECTION OF CRITICAL INFRASTRUCTURE
The Nigerian Security and Civil Defence Corp (NSCDC) made significant strides in combating various criminal activities, particularly focusing on protecting the nation’s critical assets and infrastructure. Over 70 suspects were apprehended in Rivers and Bayelsa States for illegal bunkering, pipeline vandalization, and operating illegal refineries. The NSCDC’s Anti-Vandal Squad and CG Intelligence Monitoring Team spearheaded these efforts, leading to the dismantling of numerous illegal refineries and the seizure of significant quantities of adulterated AGO. Additional arrests were made in the South-South region, including Akwa Ibom, Edo, and Delta States. The NSCDC also tackled cases of armoured cable vandalism, illegal mining, and rail track vandalization, with hotspots in Zamfara, Katsina, Kaduna, Abia, and Kogi States. Collaborative efforts with other agencies led to the transfer of certain cases, such as a firearms manufacturing operation in Abuja, highlighting the NSCDC’s comprehensive approach to national security.
The NSCDC secured over 20 convictions during this period, although some are under appeal, such as notable cases in Akwa Ibom State. Borno State, with over 80 pending court matters, has the highest number of ongoing cases related to theft, vandalism, breach of trust, and financial crimes. The NSCDC’s relentless efforts across various states demonstrate its commitment to curbing economic sabotage and maintaining law and order. The Corps continues to play a crucial role in safeguarding Nigeria’s stability and economic integrity, working tirelessly to combat criminal activities and ensure the security of the nation’s resources.
CUSTODIAL MANAGEMENT

Ladies and Gentlemen, Custodial and correctional services are crucial to maintaining national security and ensuring the proper rehabilitation of offenders. This was clearly demonstrated on July 10, 2024, when the Nigerian Correctional Service (NCoS) in FCT Command thwarted an elaborate smuggling attempt at the Medium Security Custodial Centre, Kuje. A suspected identified as Precious Yusuf was apprehended while attempting to introduce psychoactive drugs, including cannabis sativa, concealed in food packs meant for an inmate. Controller of Corrections Ibrahim Usman commended the vigilance of the operatives involved in the discovery and urged the public to support their ongoing efforts to enhance security and rehabilitation efforts.
Relatedly, the service is actively working to recapture escapees from the Medium Security Custodial Centre, Suleja, following the collapse of the facility’s perimeter wall on April 24, 2024. These fugitives pose a significant risk to public safety, and the Service is calling on the public’s help to identify them. Additionally, a recent workshop in Uyo, organized in partnership with the United Nations Office on Drugs and Crime (UNODC) and the House of Representatives Committee on Reformatory Institutions, focused on strengthening Nigerian correctional facilities. The workshop addressed issues such as overcrowding, the implementation of international standards like the Nelson Mandela Rules, and the need for improved funding and personnel welfare. The Kwara State Controller of Corrections’ involvement in the State Monthly Environmental Sanitation Exercise further highlights the NCoS’s dedication to community engagement and collaboration with other security agencies.
ANTI-CORRUPTION CRUSADE/ EFFORTS TO COMBAT CYBERCRIME
Efforts to Combat Corruption and Cyber Crime
It is instructive to note that the anti-graft efforts and the campaign against cybercriminals, who have tarnished the country’s reputation globally, have achieved significant successes, causing the criminals to face the consequences. This success has sparked serious resistance from these criminals, leading to a massive and well-orchestrated smear campaign against the EFCC. Amid these challenges, fifth columnists have intensified their efforts to wage a war of calumny against the agency under the banner of EndEFCC. The much-publicized EndEFCC protest by shadowy groups, slated for July 5, 2024, ultimately did not occur. The EFCC, with broad-based support from sister security agencies, successfully weakened the preparation, accusation, and mobilization efforts of PidomNigeria and its allies. A significant outcome of the botched protest is the emergence of a larger anti-government mobilization, codenamed EndBadGovernance, currently unfolding across the country.
Although the aborted July 5 protest against the EFCC was successfully managed through multi-pronged approaches and interventions, the Commission remains vigilant. All Zonal Commands are still on red alert, and officers are periodically reminded of the need for vigilance and security consciousness at all times. Meanwhile, Between May 2023 and till date, the EFCC received 15,753 petitions, investigated 12,287 cases, filed 5,376 cases in court, and secured 3,451 convictions. The Commission’s monetary recoveries during this period include ₦231,623,186,004.74, $70,260,544.18, £29,264.50, €208,297.10, ₹51,360.00, CAD$3,950.00, AUD$740.00, ZAR35,000.00, AED42,390.00, SAR247.00, and ¥74,754.00.
Strengthening Financial Security Through Intelligence
The Nigerian Financial Intelligence Unit (NFIU) has been at the forefront of safeguarding national security by effectively combatting financial crimes such as money laundering and terrorist financing. In month under review, NFIU’s relentless efforts have markedly strengthened Nigeria’s financial systems and brought the country closer to exiting the Financial Action Task Force (FATF) grey list. Through a series of impactful initiatives and strategic partnerships, the NFIU continue to perform its critical role in enhancing the nation’s financial integrity and regulatory frameworks.
Significant strides this month include key collaborations with the Association of Chief Compliance Officers of Banks in Nigeria (ACCOBIN) and the Securities and Exchange Commission (SEC) to bolster anti-money laundering measures and manage the virtual assets sector. The NFIU has also engaged in capacity-building efforts with the Global Centre on Cooperative Security (GCCS) and the UK Treasury to address terrorism financing and improve regulatory practices. Additionally, the agency has promoted public-private partnerships and corporate transparency, further demonstrating its commitment to tackling emerging financial crimes and securing Nigeria’s financial landscape.
WAR ON DRUGS AND NARCOTICS (NDLEA)
Members of the press, The Agency’s activities are focused on two main areas: Drug Supply Reduction and Drug Demand Reduction. In Drug Supply Reduction during the period under review, The NDLEA conducted numerous operations, including surveillance, raids, and seizures, reflecting the agencies principle of Offensive Action. 1,250 arrests (1,116 males and 134 females), charged 364 suspects, and secured 225 convictions, which included asset forfeitures. Additionally, we located and destroyed 38.44 hectares of cannabis farms across four states.
In Drug Demand Reduction, treatment and rehabilitation efforts saw 700 individuals receive care at the agency’s facilities. Through our prevention programs, including the War Against Drug Abuse (WADA) campaign, The NDLEA educated 204,661 people in various settings about the dangers of drug abuse. New policies introduced in June included the launch of the Save Our Families advocacy, the provision of drug test kits, the expansion of the Alternative Development Programme to curb cannabis cultivation, the adoption of body cameras for operations, and the deployment of newly trained divers at seaports. NIGERIAN CUSTOMS SERVICE
Ladies and Gentlemen, as the gateway into the Country overseeing the flow of goods and ensuring that trade regulations are upheld, the Nigerian Customs Service (NCS) as a crucial component of national security, not only facilitates legitimate trade but also safeguards the country by intercepting illicit goods that could undermine economic stability and public safety just as Its effectiveness in revenue collection and anti-smuggling operations directly impacts the nation’s financial health and security.
In July 2024, the NCS exceeded its revenue target with a collection of approximately N467.14 billion, marking a 9% increase over the monthly goal. The Service has also intensified its anti-smuggling efforts, conducting numerous successful operations resulting in significant seizures and arrests. From January to June 2024, the NCS made a total of 2442 seizures with a duty paid value (DPV) of 25,520,652,942.87 (naira). Also, Preventive measures have been enhanced through strategic deployments and improved surveillance, while new strategies, including real-time auditing and the Authorized Economic Operators (AEO) scheme, continue to boost operational efficiency. The successful launch of the e-auction platform and the collection of additional duties from uncustomed vehicles further underscore the NCS’s commitment to transparency and revenue maximization. The NCS remains dedicated to enhancing trade facilitation, increasing revenue, and fortifying national security.
NIGERIA IMMIGRATION SERVICE
The Nigerian Immigration Service (NIS)continues to play a major role in safeguarding national security by managing border governance and migration with precision and diligence. During the month under review, the NIS marked several notable achievements, including the near-completion of the transformative Technology Complex. This cutting-edge facility will centralize automated monitoring, data analysis, and intelligence sharing, significantly enhancing national security. Additionally, the rollout of an advanced electronic passport with improved security features and the implementation of the 2024 New Visa Policy highlights the Service’s efforts to modernize and attract foreign investment, aligning with the administration’s Renewed Hope Agenda. Similarly, The NIS has made substantial progress in strengthening its Public Key Infrastructure (PKI) and Public Key Directory (PKD), ensuring compliance with international standards for secure digital certificates. The Service’s nationwide campaigns against irregular migration and corruption, coupled with strategic inter-agency collaborations, reflect its proactive stance in tackling complex security challenges. Furthermore, in anticipation of potential disruptions from planned nationwide protests, the NIS has intensified border surveillance and vigilance to prevent destabilizing activities, reinforcing its commitment to national security and effective migration management.
EMERGENCY RESPONSE
Emergency response is essential for protecting lives and property during crises by enabling prompt and systematic action. It reduces the effects of disasters, strengthens community resilience, and fosters stability. Quick action builds public confidence and ensures smooth coordination among agencies. Leading this effort are the National Emergency Management Agency, Federal Road Safety Corps, and Federal Fire Service thus;
NEMA’S KEY ACHIEVEMENTS
Gentlemen of the press, in a bold step towards rebuilding and recovery, the Federal Government has launched the Resettlement Scheme for Persons Impacted by Conflict (RSPIC). This ambitious initiative, inaugurated with the support of President Bola Ahmed Tinubu and Vice President Sen Kashim Shettima, aims to provide essential housing and rehabilitation for those displaced by conflict in pilot states, marking a transformative effort in community restoration.
NEMA’s unwavering commitment was further demonstrated through its swift action following the tragic suicide bombing in Gwoza, which claimed over 18 lives and injured 32 others. The agency’s rapid evacuation and medical support, coupled with ongoing flood prevention and response measures across 32 states, highlight its vital role in managing crises and delivering humanitarian aid, ensuring that affected communities receive timely and effective assistance.
FEDERAL ROAD SAFETY CORP KEY ACHIEVEMENTS
In June, the Federal Road Safety Corps (FRSC) intensified its strategic communication efforts to address the high incidence of road traffic accidents. With its prominent visibility on highways, the FRSC leveraged its public relations unit and National Traffic Radio to emphasize that road safety is a collective responsibility. This approach aimed to foster a sense of ownership among road users and encourage compliance with traffic regulations. Notably, following fatal crashes in Kano State involving overloaded trailers, the Corps implemented targeted communication strategies including pre-campaign briefings, town hall meetings, road shows, and media outreach.
The FRSC’s initiatives included engaging local leaders, partnering with law enforcement, and utilizing various media channels to highlight the dangers of vehicle overloading. The Corps also produced and distributed educational materials and launched a social media campaign to broaden the reach of their safety messages. These efforts were designed to raise awareness about responsible loading practices, enforce regulations, and ultimately reduce road traffic accidents.
FUTURE OUTLOOK
Looking ahead, our security agencies will concentrate on several key strategic priorities to address and mitigate emerging threats thus;
a. Intelligence-sharing inter-agency collaboration mechanisms will be strengthened to better anticipate and counter security threats before they manifest.
b. In alignment with the whole-of-government strategy, all agencies will focus on ensuring that security efforts are community-oriented and responsive to the needs of the citizens.
d. Areas of collaboration with international allies will be explored to address regional and global security issues, drawing on best practices and shared expertise.
These priorities will guide our efforts as we continue to work towards a safer and more secure environment for all.
