NIPSS Goes Digital: Launches Paperless Platform After Submitting Landmark Report to President Tinubu

Weeks after presenting its comprehensive report on Nigeria’s digital economy to President Bola Ahmed Tinubu, the National Institute for Policy and Strategic Studies (NIPSS) has unveiled a cutting-edge paperless web-based E-Classroom platform. This innovative tool is designed to enhance online learning, collaboration, and knowledge-sharing among participants and instructors.

The platform, which is already being utilized by participants of the Senior Executive Course (SEC) 47, streamlines file sharing, real-time communication, and assignment tracking. It fosters seamless collaboration by enabling instant interactions between instructors and participants while centralizing access to all course materials and assignments. This initiative underscores NIPSS’s commitment to integrating technology into its academic and research activities, marking a significant milestone in its digital transformation journey.

The Tech Digest reports that the launch of the E-Classroom follows the submission of a detailed report on Nigeria’s digital economy by participants of SEC 46 to President Tinubu at the Presidential Villa in Abuja. The report outlined an eight-point action plan to accelerate Nigeria’s digital transformation. Key recommendations included: Expediting the enactment of the Digital Economy and e-Governance Bill 2024to provide a robust legal framework for digital innovation; Mandating all Ministries, Departments, and Agencies (MDAs) to migrate to the OneGov.ng portal for seamless digital governance; Adopting a ‘Quintuple-Helix Model’ to drive the digital economy, youth empowerment, and sustainable job creation and Providing long-term funding for the 3 Million Technical Talent (3MTT) scheme** to build a skilled workforce.

In response, President Tinubu directed the Minister of Communications, Innovation, and Digital Economy to collaborate with NIPSS and present the recommendations to the Secretary to the Government of the Federation (SGF) and the Head of the Civil Service for immediate implementation.

“As Nigeria’s foremost policy think tank, you have identified critical overlaps in government agencies, and we will address these issues,” President Tinubu stated.

“Your work is invaluable to our nation, and I commend the participants for their dedication. We will continue to work closely with NIPSS to ensure Nigeria’s prosperity.”

Prof. Ayo Omotayo, Director-General of NIPSS, highlighted the institute’s extensive research efforts, which included domestic and international study tours to assess global best practices in digital transformation.

“In this era of rapid technological advancement, Nigeria must harness its youthful population to build a thriving digital ecosystem,” Omotayo said. “From Fintech and Agri-Tech to E-Commerce and Artificial Intelligence, the opportunities are immense. However, systemic challenges such as infrastructural deficits, inadequate digital skills, and regulatory bottlenecks must be addressed to fully realize this potential.”

He emphasized the need for targeted policies to create an enabling environment for startups, improve access to finance, and expand broadband penetration. “With the government’s support, Nigeria can unlock the full potential of its digital economy, creating millions of sustainable jobs for our youth,” he added.

The launch of the E-Classroom platform and the submission of the digital economy report signal a new era of technology-driven governance and education in Nigeria. As the government considers the recommendations, experts stress that effective policy implementation will be crucial to unlocking the vast opportunities in Nigeria’s digital landscape. This initiative positions NIPSS as a key player in shaping the nation’s digital future.
