NCAA Bans “Flight Mode,” Orders Phones Switch Off During Plane Take-Off, Landing
The Nigeria Civil Aviation Authority (NCAA) has announced that all mobile phones and portable electronic devices must be completely switched off during aircraft take-off and landing, effectively ending the long-standing practice of using “flight mode.”
The announcement was made by NCAA Director General, Capt. Chris Najomo, during the “National Civil Aviation Security Committee Meeting” held in Abuja on Tuesday. He emphasized that the new regulation applies to all Nigerian airlines and passengers.
“All mobile phones, I repeat, all mobile phones and other portable electronic devices should be switched off during at least the critical phases of flight on all Nigerian airlines. Switched off,” Najomo said, stressing that “flight mode” would no longer be acceptable.
He instructed airlines to update their operations manuals to reflect the new rule and submit them for NCAA approval. The regulation is part of a broader initiative to address growing security concerns and unruly passenger behaviour across Nigerian airports.

Najomo outlined plans for public awareness campaigns, including radio jingles and television series, to educate travelers on their responsibilities. He warned that the era of “business as usual” in aviation safety and passenger conduct was over.
“Airline operators must ensure adequate conflict resolution training for their staff. Security personnel and law enforcement officers will be reinforced with training and clearly defined rules of engagement,” he added.
The NCAA will also conduct mock response exercises in Lagos and Abuja next week to test the preparedness of aviation security personnel.
Michael Achimugu, NCAA Director of Consumer Protection and Public Affairs, added that enforcement procedures would vary depending on each situation, and urged passengers to channel complaints through the Authority.
While acknowledging that unruly acts may not be completely eliminated, Najomo stressed that the aviation sector must be prepared to manage incidents professionally and responsibly.
This move comes amid growing concerns over aviation security and aims to ensure compliance with standardized protocols for the safety of all passengers and crew.
