Customs Deploys High-Tech Scanners to Fast-Track Cargo Checks at Apapa Port

In a move set to redefine cargo clearance and boost national security, the Nigeria Customs Service (NCS) has commenced the installation of advanced scanners at the Apapa Port quayside, with capacity to screen up to 200 containers per hour.

The initiative, described as a “game-changer” by Apapa Port Area Controller, Comptroller Oluwadare Oshoba, aims to cut down inspection delays, strengthen anti-smuggling operations, and enhance trade facilitation at Nigeria’s busiest seaport.

Unlike the traditional manual checks that often slowed port operations, the new drive-through scanning system will allow non-intrusive inspection of consignments right at the berthing point. “No shipment will escape the scrutiny of this technology. Importers and agents must embrace honest declarations, as concealments and false claims will be easily detected,” Oshoba warned during an inspection on Monday.

Under the arrangement, two of the scanners are being provided by Trade Modernisation Project (TMP) Limited, while APM Terminals is delivering one additional scanner, alongside a mobile backup to ensure uninterrupted operations.

The scanners, produced by Chinese firm Nuctech, are the FS6000 model, equipped with high-penetration dual-energy X-ray transmission. According to TMP Team Leader, Aliyu Suleiman, the technology allows trucks and containers to be examined in one pass at speeds up to 15km/h, offering real-time imaging for contraband detection.

Beyond trade efficiency, officials say the deployment will serve as a frontline tool in tackling arms trafficking, drug smuggling, and other forms of economic sabotage. “This is not just about saving time and increasing revenue. It is about securing Nigeria’s borders at the point of entry,” Oshoba emphasized.

The Customs Area Controller also directed ICT officers to undergo tier-one and tier-two scanner maintenance training, stressing that capacity-building remains crucial to sustaining the technology.

He commended Comptroller-General of Customs, Bashir Adeniyi, for prioritising modernisation, adding that officers will soon begin train-the-trainer sessions ahead of full deployment.

“With these scanners in place, we are aligning with global best practices in trade facilitation. This is how to position Apapa Port as a hub for efficiency, transparency, and security in West Africa,” Oshoba said.
