ICPC, UBEC Partner to Promote Transparency in Basic Education Sector

ICPC, UBEC Partner to Promote Transparency in Basic Education Sector

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Universal Basic Education Commission (UBEC) have taken a significant step toward enhancing transparency and accountability in Nigeria’s basic education sector.

The move was highlighted during a courtesy visit by UBEC’s Executive Secretary, Dr. Aisha Garba, and her management team to ICPC Headquarters in Abuja, where they were warmly received by ICPC Chairman, Dr. Musa Adamu Aliyu, SAN.

Dr. Aliyu emphasized the shared mandate of both institutions in ensuring good governance and the proper management of public resources allocated to basic education. He stated that the strengthened collaboration would help ensure that funds dedicated to educational development are used efficiently for the benefit of Nigerian children.

“This partnership is a milestone in promoting transparency, accountability, and integrity within the education sector,” Dr. Aliyu said, commending Dr. Garba’s leadership at UBEC and reaffirming ICPC’s commitment to anti-corruption efforts that go beyond enforcement, including preventive measures, education, and system reviews.

The ICPC Chairman also highlighted the Commission’s Constituency and Executive Projects Tracking Initiative (CEPTI), describing it as a key tool for monitoring UBEC-funded projects nationwide. CEPTI, he explained, ensures value for money, quality delivery, and transparency in the execution of educational infrastructure and programs, complementing UBEC’s mission of expanding equitable access to quality education across the country.

In response, Dr. Garba reiterated UBEC’s zero-tolerance stance on corruption, noting the establishment of Anti-Corruption and Transparency Units (ACTUs) in all offices to mainstream ethical conduct. She also disclosed that UBEC has achieved full compliance with the Public Procurement Act following a recent procurement audit by the Bureau of Public Procurement (BPP).

“All public officers across UBEC’s headquarters, zonal, state, and local offices have subscribed to a Code of Transparency, reflecting our commitment to accountability at all levels,” Dr. Garba said. She described the collaboration with ICPC as strategic, seeking the Commission’s technical support in implementing anti-corruption frameworks across Nigeria’s 36 states and the Federal Capital Territory.

The visit concluded with both institutions pledging to deepen their cooperation, with Dr. Aliyu proposing the development of a Memorandum of Understanding (MoU) to formalize the partnership, further safeguarding Nigeria’s educational resources and promoting integrity in governance.
