SAEMA 2025: IMPR Celebrates Buba Marwa’s Reforms, Unveils Book on NDLEA, Customs Drug-Smuggling Fight

The Image Merchants Promotion Limited (IMPR), publishers of PRNigeria, Economic Confidential and Emergency Digest, on Wednesday unveiled a new book chronicling Nigeria’s recent anti-drug and anti-smuggling campaigns at the “2025 Security and Emergency Management Awards (SAEMA)”.

The event held at the Headquarters of the National Drug Law Enforcement Agency (NDLEA) in Abuja also celebrated the sweeping reforms instituted by Brigadier General Mohamed Buba Marwa (rtd) at the NDLEA.

In his welcome address, the Editor-in-Chief and Chief Executive Officer of IMPR, Alh. Yushau A. Shuaib, described the NDLEA’s transformation under Gen. Marwa as one of the most remarkable institutional turnarounds in Nigeria’s contemporary security landscape.

He said the agency’s strengthened operations had disrupted long-standing narcotics networks and restored public confidence in counter-drug enforcement.

According to Shuaib, Nigeria has in the last four years witnessed the dismantling of drug cartels, record seizures, high-profile prosecutions and reforms in intelligence gathering, training and inter-agency coordination.

He added that the NDLEA’s emphasis on rehabilitation and public education reflects a balanced approach that recognises drug abuse as both a security and public health challenge.

The newly-unveiled book, titled, “Anti-Drug, Anti-Smuggling Campaigns: A Corpers’ Chronicle”, is authored by two PRNigeria corps members, Arafat Abdulrazaq and Tahir Ahmad, who spent their service year documenting the operations of the NDLEA and the Nigeria Customs Service (NCS).

Their work covers raids, seizures, advocacy campaigns, border security operations and institutional reforms.

Shuaib said the decision to publish the book stemmed from the authors’ rigorous fieldwork, data-driven reports and professional commitment.

He noted that the book also highlights the synergy between NDLEA and Customs, especially in intelligence sharing and joint operations targeting smuggling networks and transnational crime.

In his remarks at the occasion, he Executive Director of CISLAC, Mallam Musa Ibrahim Rafsanjani, commended General Buba Marwa for leading by example and demonstrating that with political will, even the most daunting social challenges can be effectively addressed. He noted the remarkable successes of the anti-drug war campaigns championed under Marwa’s leadership at the NDLEA as proof of this resolve.

Rafsanjani further stated that Marwa’s reappointment as NDLEA Chairman is well-deserved, given his unwavering commitment and courageous efforts in confronting previously “untouchable” drug barons and addicts with precise, decisive actions that have made the nation proud.

Reviewing the book, the Chairman, Board of Directors of IMPR, Prof. Sule Ya’u Sule, commended Alh. Shuaib for sustaining a media environment that nurtures young journalists and exposes them to national institutions.

He said the publication demonstrates the value of youth participation in security discourse and documentation.

Prof. Sule described the authors as exemplary corps members whose curiosity, accuracy and consistency reflect the highest standards expected of young professionals.

He added that their work is timely, coming at a period when the nation is contending with rising drug abuse, border threats and smuggling syndicates.

The IMPR Board Chairman also praised Gen. Marwa for repositioning the NDLEA and elevating Nigeria’s profile within the global counter-narcotics community.

According to him, the agency’s renewed credibility is a result of strong leadership and institutional reforms that prioritise transparency and measurable outcomes.

Delivering the appreciation message on behalf of the co-authors, Arafat Abdulrazaq expressed gratitude to the IMPR leadership for providing mentorship, editorial guidance and an enabling environment throughout their service year.

He said writing the book broadened their understanding of the sacrifices made by officers of NDLEA and Customs.

Arafat said their exposure to field operations, advocacy programmes and security engagements reshaped their appreciation of national service.

He thanked their families, colleagues and supervisors for their support, describing the book as a contribution to national development rather than a mere compilation of articles.

He dedicated the book to security operatives who continue to confront existential threats posed by drugs and smuggling, expressing hope that the publication will inspire more young Nigerians to take interest in national issues and contribute meaningfully to solving them.
