BSPR Provides Long-term Agenda to Rebuild Public Service- Dr. Arabi

The National Strategy for Public Service Reforms (NSPSR) will provide a common vision and a long-term agenda to guide in the rebuilding and transformation of the Federal public service, says Dr. Ibrahim Dasuki Arabi.

Dr. Arabi, Director General of the Bureau of Public Service Reforms (BPSR), made the disclosure while giving a brief remark when he visited the Public Service Institute of Nigeria (PSIN) Headquarters in Abuja.

“The NSPSR is comprehensive and long-term, aligned with Nigeria’s vision 20:20:20 which aims to position the country in the league of the 20 leading economics in the world by 2020. Many reforms are ongoing across the public service, but not all of them are known outside the Ministries, Departments and Agencies (MDAs) which lead on those reforms. The NSPR serves primarily as a coordinating mechanism, to monitor and evaluate reforms, as well as provide opportunities for feedback and to capture lessons learnt,” he said.

Dr. Arabi, who disclosed that the capability of public service training institutions has been neglected, noted that the ongoing objective of improving the competence of civil servants means further efforts in training and capacity building.

He said: “Training programmes have rarely been based on identified needs. More importantly, training has been used as an instrument of patronage and has served more as welfare than as a tool for building capacity for performance. This needs to be addressed.”

The BPSR Director General, assured that BPSR will support building capacity of the MDIs and FTIs, upgrading infrastructure in MDIs and FTCs, and building collaboration amongst OHCSF/Universities/MDIs/FTCs, among others.

He commended PSIN for the various training presently going on in the Institute in collaboration with the Office of the Head of Civil Service of the Federation, KOICA e-government, and others.

“It is good to know that PSIN is the central learning institution for the Nigerian Public Service and plays a pivotal role in developing people for a first class public service and that the Institute offers a comprehensive suite of programmes that build strategic capacity in the public service, focusing particularly on core areas in public governance, leadership, public administration, and management,” he stated.
