Ayo Meets Directors Of Human Resource Management- Calls For Proper Discharge Of Duties

The Honourable Chairman, Federal Civil Service Commission (FCSC), Dns. Joan O. Ayo has urged the Directors of Human Resource Management (DHRM) in all Ministries, Departments and Agencies (MDAs) to carry out their administrative functions timely and in a professional manner.
 
She gave this directive during an interactive meeting with the Directors of Human Resource Management from all the MDAs recently in Abuja.
 
The meeting which was at the instance of the Hon. Chairman was to get the DHRM of all MDAs acquainted with the enormity of their delegated responsibilities, interact with the Directors in order to understand areas of their problems and challenges as well as chart way forward in line with the Transformation Agenda of the present Administration.
 
Underscoring the importance of the roles of DHRM in all MDAs which cut across every aspect of the Commission’s constitutional mandates of Recruitment, Promotion and Discipline, Dns. Ayo enjoined them to be up and doing in dispensing with issues promptly without delays.
 
She stressed the importance of the Civil Service core values such as Patriotism, Meritocracy, Transparency, Political Neutrality, Anonymity, Professionalism, Integrity, Discipline, and Accountability which according to her were the heritage of the British system. Based on these values, the Chairman urged the DHRM to lead the staff by example so that they would see that these values could be part of their lives as Civil Servants for a better society.
          “You should set the pace while the rest officers follow” she stated.
During the interactive session, some issues on recruitment and Appointment which were at variance with laid down rules and regulations of civil service were pointed out.  For instance, cases of improper verification of certificates, non adherence to regularization procedures of newly employed officers and employment of HND graduates among others were raised and discussed.
 
On Promotion matters, MDAs were indicted of not consulting with the supervising Commissioner before scheduling Senior Staff Committee (SSC) meetings and also late declaration of vacancies.
 
On Disciplinary issues, the Commission frowned at improper handling of disciplinary cases by the DHRM in MDAs. Such issues as non issuance of queries, improper drafting of queries and trivialization of disciplinary issues. These were attributed to non-adherence to rules and regulations of the Civil Service and as such mistakes resulting in errors that end up in litigation in which the Commission often lose.
 
In view of these developments, the Commission advised the Directors to ensure they get enough information on their duties so as to avoid unnecessary wastages that have been experienced. It was also mentioned that disciplinary issues should not be trivialized or handled as personal matters.
 
The meeting was attended by the Hon. Commissioners representing different states of the federation in FCSC, Permanent Secretary, FCSC, Permanent Secretary, Career Management Office (CMO) of the Office of the Head of Civil Service of the Federation, Directors of Human Resource Management of all the MDAs and Directors in FCSC.
