After Presidential Directives,Ministers Inaugurate Boards of Agencies
HEAD OF SERVICE INAUGURATES ASCON BOARD MEMBERS
The Head of the Federal Civil Service of the Federation, Mrs. Winifred E. Oyo-Ita, has inaugurated the Chairman and members of the Board of the Administrative Staff College of Nigeria, ASCON.
Inaugurating the Board on Thursday, 8th March 2018, in her Office, Mrs. Oyo-Ita, charged the members to bring their wealth of experience to bear in the discharge of their duties, saying: “Your appointment by His Excellency, President Muhammadu Buhari, is a clear testimony of the remarkable contributions you have been making, individually and collectively to the development of our great country.”
She said that ASCON was established as a principal organ for sustainable capacity building in both the public and private sectors of the Nigerian economy, and that in meeting the objectives on a constant and sustainable basis requires a committed Governing Board and management.
“Your role as Board members of ASCON is therefore to provide the much needed direction in supporting the vision of this Administration for institutional and human capacity development among others through effective training and re-training of public servants.”
Reiterating her commitment to achieving efficient service delivery to the citizenry through the adoption of a new work ethos, “EPIC” which stands for “Efficiency,, Productivity, Incorruptible and Citizen Centred, the Head of Service urged the Board members to look out of the box and also to work in close collaboration with the ASCON Management to return the institution to its former glory.
“Aggressive efforts should therefore be made by the board and management of the institution to explore other areas apart from government to fund its operations,” she said, noting that dwindling resources over the years have impacted negatively on the activities of the institution.
Permanent Secretary, Career Management Office, Office of Head of Service, Mr. Mustapha Suleiman, in his welcome address, said the inauguration marked another milestone in repositioning the Civil Service for efficient service delivery..
He said the institution plays a critical role in training and re-training of the workforce in the Public Service, which is germane to efficient and effective service delivery.
Speaking on behalf of the Board members, Chairman of the Board, Hon. Nduka Anyanwu, said that the board will work to ensure the institution achieve the objectives for which it was established.
The Board members are: Hon. Nduka Anyanwu (Chairman), Abbas Ahamed Gand, Adamu Musa, Dr. Bruce Ugbode, Dr. Adeeyo O Atilade, Rep. of Federal Civil Service Commission.
Others are Director, Institute of Administration, ABU, Zaira, Director, Institute of Administration, OAU, Ife, Director, Institutte of Administration, UNN, Commandant, Command & Staff College, Jos, Commandant, Police Staff College, Jos and Director General/CEOI, ASCON, Mrs Gayya C U, will serve as member/Secretary.

Udoma Inaugurates Board of Agencies under Budget and Planning Ministry
The Boards of Agencies under the Ministry of Budget and National Planning were on Thursday, in Abuja, inaugurated by the Honourable Minister of Budget and National Planning, Senator Udoma Udo Udoma.
The inauguration was in compliance with the directive of President Muhammadu Buhari that boards of all agencies be inaugurated to ensure their smooth running, in accordance with the laws establishing them.
The Minister inaugurated the Boards of the Centre for Management Development (CMD), National Institute for Social and Economic Research (NISER) and National Bureau of Statistics (NBS).
In his remark, Senator Udoma charged the board members to cultivate a harmonious relationship with the chief executive and management of their respective organizations and engender an atmosphere devoid of rancour, adding that, ”you are expected to work as a team with the objective of actualizing the mandate of your respective agencies”.
The minister enjoined members of the board to familiarise themselves with the cardinal objectives of the Economic Recovery and Growth Plan (ERGP), which is the economic “road map” of the current administration with a view to contributing their quota to its overall success.
In her address, the Honorable Minister of State for Budget and National Planning, Mrs Zainab Ahmed reminded the board members that they were carefully selected to support the goals and targets of the ministry, while also helping to develop capacity in the larger community to actualize the agenda of government.
She urged members of the board to work in accordance with the vision of the current administration.
Earlier, in his welcome address, the Permanent Secretary, Mr Olajide Odewale pointed out that the critical role of the boards in the realization of the collective mandate of their respective parastatals and agencies cannot be over-emphasised, adding that the ministry looks forward to working closely with them as partners in progress.
Responding on behalf of other board members, the Chairman of the Board of Center for Management Development (CMD), Mr Joseph Tegbe, expressed gratitude to government for the opportunity given them to serve. He promised not to betray the confidence reposed in them..
“We will serve with the highest level of ethics and commit ourselves deeply to the success of the administration. We will not let the administration down”, he added.

FG INAUGURATES GOVERNING BOARDS OF HEALTH INSTITUTIONS
The Federal Government has inaugurated the Governing Boards of Parastatals, Agencies and Institutions under the Federal Ministry of Health with the mandate to give policy direction to the management of the Institutions.
Inaugurating the Boards recently in Abuja, the Minister of Health, Prof. Isaac Adewole, noted that the Agencies were critical to the achievement of developmental goals of Government, being implementing entities of the Health Sector.

Professor Adewole pointed out that President Muhammadu Buhari’s Administration had zero tolerance for any form of corruption and this stand must not be compromised in any way. He added that Government would frown and punish any corrupt practice perpetrated by any board member as well as the Management team of such agencies and institutions.
“The roles you are being called upon to play revolve around setting the standards for control and discipline which are the core elements required for any positive change to take place. Your appointments should be seen as an opportunity to make useful and selfless contributions toward uplifting healthcare service delivery in Nigeria’’.
The Minister stressed ‘’ except where expressly stated statute, Board appointments are part time. Management of your Agencies and Hospitals should therefore be allowed to perform the day to day running of these organizations without hindrance. Your allowances and entitlements as board members are guided by extant circulars that will be distributed to you in due course please acquaint yourselves with the circulars for proper guidance”..
“The principles of change, good governance and accountability in the affairs of health institutions must be adhered to. These essentially require adherence to extant laws, Circulars, and regulations. For emphases, I commend this to you as a useful tool towards achieving the change we all yearn for in the health sector”
‘’ it is your responsibility as chairman and members of Boards to bring about this desired change in the short term. As such, for health institutions to have the desired impact on the lives of our citizens, they must be of the right quality, skill mix and right attitude to service delivery,” he said.
“It is the expectation of this administration that each Governing Board will put measures in place that will strengthen the resource base of your Agencies and Institutions, increase internally generated revenue and improve the effectiveness and efficiency of the use of these resources in line with Financial Regulations. Procurement and Contracts are not your functions, as you are advised to keep strictly to the provisions of the procurement Act 2007, as provided by the Bureau of Public procurement.”
To this end, the Minister urged the appointees to acquaint themselves with the mandates as contained in the enabling Act of the various parastatals, Agencies and institutions and commit themselves to achieving those mandates so that they could live above board.
In his welcome address, the Permanent Secretary, Health, Mr. Clement Uwaifo, urged the Board Members to ensure that Healthcare delivery was patient focused and patient driven.
He also emphasized the need to strictly compliance with Financial Regulations, Public Service Rules, Public Procurement Act and extant laws and Circulars that guide financial transactions, ethics and conduct in the Public Service.
Responding on behalf of the Boards, the Chairman of the Lagos University Teaching Hospital, LUTH, Lagos, Alh. Salim Bello said that their call to service would reverse the negative trend of medical tourism and ensure that accountability and transparency was entrenched in their various institutions.

LABOUR MINISTER TO INAUGURATE BOARDS OF PARASTATALS UNDER THE MINISTRY
Towards ensuring the smooth and efficient running of Parastatals under the Federal Ministry of Labour and Employment in line with President Muhammadu Buhari’s directive that Boards of all Agencies be inaugurated forthwith.
The Honourable Minister of Labour and Employment Sen. Chris Ngige is scheduled to inaugurate the Board Chairmen and Members of the National Directorate of Employment (NDE), Michael Imoudu National Institute for Labour Studies (MINILS) and the National Productivity Centre (NPC).
The Chairmen and Board members of the three Parastatals that will be inaugurated on Friday 9th March, 2018 at the Conference Hall of the Secretary to the Government of the Federation (OSGF) Ground Floor, Federal Secretariat Complex, Phase 1, Abuja were drawn from the Private and Public Sectors including the representatives of the organized labour union and employers association.

FG INAUGURATES BOARDS OF RBDAs, NIHSA AND NWRI
The Federal Government has inaugurated the Boards of the 12 River Basin Development Authorities (RBDAs), Nigeria Hydrological Services Agency (NIHSA) and the National Water Resources Institute (NWRI) to further boost the prudent and resourceful management of the water sector.
Inaugurating the Board on Thursday 22nd February, 2018 in Abuja, the Honourable Minister of Water Resources, Engr. Suleiman H. Adamu, FNSE said that the parastatals and agencies under the Federal Ministry of Water Resources were established to provide the necessary legal framework for the discharge of their respective mandates.
Adamu stated that in respect of the River Basin Development Authorities,(RBDAs) the Federal Government is poised to increasing the irrigable land from 130,000 hectares to 500,000 hectares in the next 14 years with the entire requisite infrastructure. According to him, it would support food production, enhance national food security and socio-economic development.
He charged all the Chairmen and Members of the Boards to live to full expectations of Mr. President as the cardinal focus of this administration is anchored on the diversification of the economy through agriculture.
Continuing, the minister said that the Federal Government has embarked on a number of policies, programmes and projects committed to the development of the water sector. “All these would achieve an integrated Water Resources Management”, he said.
While delivering his welcome address, the Permanent Secretary of the Ministry, Dr. Musa Ibrahim, charged the Chairmen and Board members to ensure good governance in their respective organizations in order to actualize the dreams of the present administration especially in promoting economic growth, food security and prosperity for Nigerians.
Responding on behalf of the Chairmen and members of the newly inaugurated Boards, the Chairman, Anambra-Imo River Basin Development Authority, Dr. Hilary Ekeh thanked the Federal Government for their appointment and pledged to uphold the policies and programmes of government towards a better life for all Nigerians.
