Sokoto CP Shaffa Convenes Maiden Security Conference, Orders Shift to Intelligence-Led Policing
The Commissioner of Police in Sokoto State, CP Hayatu Hassan Shaffa, has convened a maiden Strategic Security Conference, directing senior officers to adopt proactive policing, strict discipline, and stronger community engagement as key pillars of modern law enforcement.
The conference, held at the State Command Headquarters, brought together members of the Command’s management team, Divisional Police Officers (DPOs), and tactical unit leaders to review security strategies and strengthen operational effectiveness.
Addressing the officers, CP Shaffa emphasised the need to move away from reactive policing to intelligence-driven operations, noting that effective crime prevention depends on timely information, visibility, and public trust.
He warned that misconduct, including extortion, abuse of power, and negligence of duty, would attract severe sanctions, stressing that such actions undermine public confidence and compromise national security.
The police commissioner also directed commanders to maintain constant visibility in metropolitan areas and conduct unscheduled visits to outposts and patrol teams to ensure operational readiness.
He further instructed all units to prioritise intelligence gathering and analysis to preempt criminal activities, while insisting that all operations must strictly comply with the rule of law and respect for human rights.

CP Shaffa cautioned officers against incivility toward members of the public, noting that respectful engagement is critical to fostering cooperation and voluntary information sharing.
He also ordered the prompt submission of Situation Reports (SITREPs) to enable timely decision-making, and directed DPOs to identify and map criminal flashpoints within their jurisdictions for targeted interventions.
The commissioner emphasised the importance of stakeholder engagement, urging DPOs to work closely with traditional rulers, religious leaders, youth groups, and traders to develop community-based security solutions.
“Officers must always do the right thing at the right time—not when it is convenient or when they are being watched, but always. Discipline and integrity are the currency of public trust,” he said.
In his closing remarks, CP Shaffa called on residents of the state to collaborate with security agencies in tackling crime, stressing that security is a collective responsibility.
“Security is not the business of the police alone. Citizens and officers must work together to restore peace and safety across Sokoto State,” he added.
The conference ended with a renewed commitment by officers to implement the resolutions immediately, with monitoring teams to be deployed to assess compliance and impact.
