ICPC Rises to 3rd Place in Transparency Index, Records Historic Leap in Integrity Score
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has made a historic leap in transparency and accountability rankings, climbing from 19th position in 2024 to 3rd place in the 2025 Transparency and Integrity Index released by the Centre for Fiscal Transparency and Public Integrity (CeFTPI).
The 2025 report, published on Tuesday, scored ICPC at 78.13 percent, placing it among the top three most transparent and accountable government institutions out of more than 500 Ministries, Departments, and Agencies (MDAs) assessed nationwide.
This marks a dramatic improvement from the Commission’s 24 percent score in 2024, reflecting over 50 percentage points rise attributed to strengthened internal systems, proactive information disclosure, and a renewed commitment to openness in line with global best practices.

The Transparency and Integrity Index evaluates public institutions on five critical variables: Fiscal Transparency, Open Procurement, Human Resource and Inclusion, Control of Corruption, and Citizens’ Engagement. ICPC’s strong performance across these areas has been hailed as a model for public sector accountability in Nigeria.
Observers say the milestone not only highlights institutional reforms within the Commission but also reinforces its role as a pacesetter in the nation’s anti-corruption campaign.
Commenting on the development, the Director-General of the Bureau of Public Service Reforms (BPSR), Dr. Dasuki Ibrahim Arabi, described the Index as a crucial tool for promoting accountability and improving governance in the public sector.
He explained that the 2025 edition, conducted jointly with CeFTPI, aligns with the National Strategy for Public Service Reforms (NSPSR 2021–2025), the Freedom of Information Act, and Nigeria’s commitments under the Open Government Partnership.
Dr. Arabi stressed that the Transparency and Integrity Index goes beyond rankings, noting that it is about building a culture of openness and responsibility that fosters greater public trust.
With the new rating, ICPC has set a benchmark for transparency in Nigeria’s public institutions, further solidifying its standing as the country’s foremost anti-corruption agency.
