NAF, ICRC Train OPHK Troops on Humanitarian Law, Civilian Protection
The Air Component of Operation HADIN KAI has concluded a three-day training programme on International Humanitarian Law (IHL), aimed at strengthening the capacity of its personnel to conduct military operations in compliance with legal and humanitarian standards while minimizing harm to civilians.
The training, organised in collaboration with the International Committee of the Red Cross (ICRC), was held in Maiduguri, Borno State, from June 2 to 4, 2026. It brought together officers, airmen and airwomen for intensive sessions on International Humanitarian Law, Rules of Engagement and Civilian Harm Mitigation measures.
According to the Nigerian Air Force (NAF), the programme was designed to enhance participants’ understanding of the legal and ethical frameworks governing military operations, while equipping them with practical knowledge to effectively execute assigned missions without compromising the safety of civilian lives and property.
The initiative aligns with the operational philosophy of the Chief of the Air Staff, Air Marshal Sunday Kelvin Aneke, whose leadership has consistently emphasised professionalism, accountability, operational effectiveness and civilian harm mitigation in the conduct of air operations across various theatres.

Speaking at the closing ceremony, the Air Component Commander of Operation HADIN KAI, Air Commodore M.B. Ahmed, commended the ICRC team, led by Mrs Diana Djaparidze, for its support and technical expertise throughout the training.
He said the programme would further enhance the professionalism of personnel and deepen their understanding of humanitarian laws applicable to military operations, particularly in the context of ongoing counter-terrorism and counter-insurgency efforts in the North-East.
Ahmed stressed the importance of balancing operational effectiveness with adherence to both national and international legal standards, noting that respect for humanitarian principles remains a critical component of modern military operations.
The Air Component Commander expressed confidence that the knowledge acquired during the training would contribute to improved decision-making during missions and strengthen compliance with established Rules of Engagement.
The Nigerian Air Force stated that as Operation HADIN KAI continues its campaign against terrorist and insurgent groups in the North-East, it remains committed to ensuring that military objectives are achieved in a manner that protects civilians and upholds international humanitarian norms.
The service added that the collaboration with the ICRC underscores its determination to integrate humanitarian considerations into operational planning and execution, reinforcing the principle that military effectiveness and humanitarian responsibility are complementary rather than contradictory goals.
