PEBEC Ranks Nigeria Customs Among Top Government Agencies in Trade Facilitation
The Nigeria Customs Service (NCS) has emerged as one of the country’s top-performing government agencies in trade facilitation following the release of the 2025 Business Facilitation Act (BFA) Compliance Assessment by the Presidential Enabling Business Environment Council (PEBEC).
The assessment, released on Friday, ranked the NCS among the highest-performing Ministries, Departments and Agencies (MDAs), citing its full compliance with prescribed service delivery standards and significant improvements in the speed and efficiency of its trade-related services.
Speaking on the assessment, PEBEC Director-General, Zahrah Audu, said the Nigeria Customs Service distinguished itself by meeting all the required compliance benchmarks while demonstrating notable progress in the timeliness and responsiveness of its operations.
According to Audu, the agency’s performance reflects sustained efforts to promote a more transparent, efficient and business-friendly trading environment in line with the Federal Government’s Ease of Doing Business agenda.

She attributed the achievement to the Service’s continued emphasis on operational efficiency and improved stakeholder experience, noting that the reforms introduced by the agency have strengthened confidence in Nigeria’s trade facilitation framework.
Audu further disclosed that 98 per cent of the 69 Ministries, Departments and Agencies assessed under the Business Facilitation Act are now meeting the expected service delivery standards, describing the outcome as evidence that ongoing reforms are enhancing public sector efficiency across the country.
The recognition comes on the heels of a series of reforms introduced by the Nigeria Customs Service to modernise customs administration and streamline trade processes. These include the B’Odogwu Unified Customs Management System, the Authorised Economic Operator (AEO) Programme, and the Advance Ruling System.
The initiatives are designed to simplify import and export procedures, reduce cargo clearance timelines, improve transparency, and enhance the overall efficiency of customs operations, reinforcing the Service’s role in facilitating legitimate trade and supporting Nigeria’s economic growth.
