El-Rufai Writes NSA Ribadu, Seeks Clarification Over Alleged Importation of ‘Toxic Chemical’
Former Kaduna State Governor, Nasir El-Rufai, has formally written to the National Security Adviser (NSA), Nuhu Ribadu, requesting clarification over reports that the Office of the National Security Adviser (ONSA) procured a highly toxic substance, thallium sulphate.
In a letter dated February 15, 2026, titled *“Request for Clarification on the Procurement of Thallium Sulphate,”* El-Rufai said he was acting as a concerned citizen seeking transparency and reassurance over the alleged importation of approximately 10 kilograms of the substance from a supplier in Poland.
He noted that thallium salts are extremely toxic and are subject to strict international controls, making it imperative for the public to be informed about the purpose and regulatory compliance surrounding such procurement.
El-Rufai requested clarification on several issues, including:

1. The intended purpose and end-use of the imported thallium sulphate.
2. The identity of the supplier and whether the importation was conducted under an existing chemical or defence permit.
3. The total quantity and specific form or concentration of the substance procured.
4. The storage and security arrangements upon its arrival in Nigeria.
5. The regulatory oversight and coordination with relevant agencies, including the National Agency for Food and Drug Administration and Control (NAFDAC) and the Nigeria Centre for Disease Control (NCDC).
6. Whether any public health risk assessments or hazard mitigation plans have been developed, given the compound’s toxicity.
He emphasized that the inquiry was made in good faith to ensure due process, safety standards, and transparency, adding that public confidence in national institutions is strengthened when potential risks are openly addressed.
Meanwhile, the development comes amid heightened tensions between El-Rufai and the current administration following his recent remarks during an interview on ARISE Television. In the interview, the former governor alleged that Ribadu orchestrated an attempt to have him arrested at the Nnamdi Azikiwe International Airport, Abuja.
El-Rufai further claimed that he became aware of the alleged directive after Ribadu’s telephone conversation was intercepted by an unnamed source. He alleged that government agencies routinely monitor opposition figures without court orders, asserting that the same methods were used to obtain the information about the alleged arrest order.
The former governor, who has repeatedly accused the administration of political witch-hunt, has also vowed to honour an invitation by the Economic and Financial Crimes Commission (EFCC) on Monday. The invitation was reportedly issued while he was outside the country.
As of press time, the Office of the National Security Adviser had not publicly responded to the allegations or the request for clarification.
