A Nigerian scholar under the Bilateral Education Agreement programme, Dr Olalusi Oladotun Victor emerged the best graduating student of the Russian National Research Medical University, Moscow, obtaining CGPA 5.0 at the end of the programme out of a possible 5.0 in June 2013 thereby bagging a Doctorate Medicine Degree with Honours.
Authorities of the Russian Federation in appreciation of the outstanding performance of the Nigerian Scholar accompanied him to a colourful recognition ceremony held in his honour by the Federal Ministry of Education in conjunction with Federal Scholarship Board, Abuja on Wednesday, July 29, 2015 in the Conference room of the Ministry.
Dr. Olalusi who attended the occasion in company of his parent received commendations from the various speakers for the feat he achieved. Permanent Secretary, Federal Ministry of Education, Dr. MacJohn Nwaobiala, described him as an uncommon achiever, adding that Dr. Olalusi has been recommended for National Merit Award as ‘Nigerian Education Ambassador.’
“It is strange and curious that all the lecturers that evaluated him found him to be the same,” he stressed.
Dr. Nwaobiala assured that the Ministry would continue to monitor his future educational development and he directed the National Universities Commission to consider him for further encouragement.

The Director, Federal Scholarship Board, Ms. Ifeoma Agunwa stressed that the outstanding performance of the scholar did not come as a surprise because the Board had been monitoring him for a long time. According to her, the scholar has justified Federal Government investment in the Education Sector through the various scholarship award programmes.
Deputy Director in charge of Bilateral Education Agreement (BEA) , Dr. Nwadei presenting the citation of the scholar, revealed how he had been atop right from his early academic life, adding that he bagged several awards and honours in the course of the programme.
A member of the delegation from the Russian Federation, Mr. Artem Romanou said that the result posted by the Nigerian Scholar was the best in the history of the institution. He said that Russian Authorities is satisfied that it has trained scholars who would enhance human capacity in various fields, expressing optimism that Dr. Olalusi would make his mark in the Nigerian medical profession.
Responding, the Scholar and his parents were full of gratitude for the kind gesture of the Federal Government, noting that the result was made possible by the grace of God.
Meanwhile Mrs Ruqayyat Gurin, Ag. Director, Students’ Support Department at the National Universities Commission (NUC) who represented the Executive Secretary, Professor Julius Okojie said that the Commission had already taken note of the outstanding performance of the scholar and would invite him for a gift at the appropriate time.
Dr. Olalusi is currently participating in the National Youth Service Scheme in River State.
