Tinubu Tasks MDAs on Digital Transformation, Targets Paperless Governance
President Bola Ahmed Tinubu has directed Ministries, Departments and Agencies (MDAs) across the country to accelerate the adoption of digital tools and fully transition to technology-driven operations, as part of ongoing reforms to modernise Nigeria’s public service.
The President disclosed that 38 MDAs have already migrated to a secure, paperless end-to-end electronic workflow system, marking a significant step in the federal government’s civil service transformation agenda.
Tinubu issued the directive on Wednesday while declaring open the International Civil Service Conference 2026 in Abuja.
He said the Nigerian civil service is undergoing a fundamental shift designed to eliminate bureaucratic bottlenecks, improve transparency, and strengthen service delivery to citizens.
Represented by the Secretary to the Government of the Federation (SGF), Senator George Akume, the President said the reforms under the Renewed Hope Agenda had moved beyond policy formulation into measurable implementation.
He said: “We are transitioning from aspiration to execution and from execution to measurable impact.”
According to him, the deployment of electronic workflow systems across ministries reflects the administration’s commitment to building a modern, efficient and investment-friendly public service.
Tinubu stressed that the era of manual administrative processes must give way to a governance culture defined by speed, accountability, data-driven decision-making and citizen-centred service delivery.

He urged all MDAs to intensify efforts toward full digital integration, noting that public institutions must evolve to meet the demands of a rapidly changing technological environment.

The President also disclosed that the ongoing Personnel Audit and Skills Gap Analysis being undertaken by the federal government is nearing completion.
He explained that the exercise is aimed at identifying capacity gaps within the civil service and repositioning personnel for improved performance in line with modern governance standards.
Tinubu further linked the reforms to broader national digital infrastructure initiatives, including Project BRIDGE (Building Resilient Digital Infrastructure for Growth), which he recently highlighted at the Africa CEO Forum in Rwanda.
He said the initiative is designed to attract investment into Nigeria’s digital ecosystem, enhance connectivity, promote innovation, and improve efficiency within the public sector.
The President commended the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, for her leadership in implementing the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2021–2025).
He particularly praised innovations such as Service-Wise GPT, describing it as evidence of the transformative potential of disciplined leadership and institutional reform.
Tinubu said the conference should serve as a platform for practical outcomes rather than theoretical discussions, urging participants to focus on embedding reforms and strengthening accountability mechanisms across government institutions.
