How BPSR Deployed IPPIS, Initiated 43 Key Reforms for Public Service

Within a spate of five years, specifically since 2015 to date, the Bureau of Public Service Reforms (BPSR), has championed the formulation, and implementation of key reforms, geared towards improving the quality of service delivery in the Public Service, especially at the federal level.

They include the development of the National Strategy for Public Service Reforms (NSPSR); the vigorous implementation of the Federal Integrated Staff Housing (FISH) Programme for Civil Servants; commencement of the online records update of workers enrolled on the Integrated Payroll Personnel Information System (IPPIS); creation of Ministry of Communication and Digital Economy; together with the e-government Master Plan.

Other reforms include the introduction of Self-Assessment Tool (SAT); restructuring of MDAs to reduce cost; deploying IPPIS in all Ministries, Departments and Agencies (MDAs), introduction of BVN; implementation of Treasury Single Account (TSA); introduction of Anchor Borrowers Programme (ABP); railway modernization; OGP – FOI, ERGP; and N-Power programmes, among others.

Director General of the Bureau, Mr. Dasuki Ibrahim Arabi, who highlighted about 43 notable reforms carried out by this administration, meanwhile, explained that to engage in public service is to work to improve fundamental human rights, such as access to water, shelter, health and education.

Arabi, was speaking at a briefing held at BPSR Conference Hall on Tuesday.

At the briefing organized to commemorate the United Nations (UN) Public Service Day, the Director General, said no nations runs without the continuous and determined effort of the people who live there and strive every day with a sense of service to the public.

“While not everyone serves this purpose, those who do are notable for their dedication, and the changes their efforts make in our lives everyday,” he added.

Mr. Arabi, asserted that the UN public service day is celebrated to acknowledge the creative achievements and contributions by the public service institutions.

According to him, the aim is to acknowledge, as well as reward public service so that it will continue to work effectively in all countries.

He said: “This year, the UN Public Service Day is dedicated to all the women and men who risk their lives and health amidst the COVID-19 pandemic. June 23rd serves as a recognition for all the brave and hard workers who are still working for the essential public services, amid the ongoing COVID-19 pandemic.”
