Pioneering Move: Ebonyi State Becomes First to Pass Correctional Service Bill
In a historic move, the Ebonyi State Assembly made a groundbreaking decision on Monday, April 22nd, 2024, by passing the Ebonyi State Correctional Service Bill.
This monumental achievement makes Ebonyi State the first in Nigeria to take this crucial step. The bill now awaits the Governor’s assent, which is expected to be a formality.
This development marks a significant milestone in the implementation of the constitutional amendment that transferred the Nigerian Correctional Service from the exclusive legislative list to the concurrent legislative list.
This change enables both the State and Federal governments to share responsibility for the management and administration of correctional services.

Dr Uju Agomoh of Prisoners’ Rehabilitation and Welfare Action (PRAWA), a leading advocacy organization, has commended the Honorable Attorney General of Ebonyi State and the Ebonyi State Assembly for their proactive efforts in driving this positive change.
PRAWA had initially presented the Model State Correctional Service Law during the South East Special Policy Summit on Criminal Justice Reforms held in Abakiliki, Ebonyi State, from November 22nd to 24th, 2023.
The summit was attended by the Honorable Attorney General of the Federation (AGF) and Minister of Justice, among other dignitaries.
This development is expected to pave the way for other states in Nigeria to follow suit, leading to a more efficient and effective management of correctional services across the country.
